Development projects at the Ward 3 NAB and Reno Planning Commission meetings
Plus updates from past meetings and the latest news in local urban development
Discussions and decisions this week involve some high-profile projects including the Grand Sierra Resort, Rancharrah, StoneGate, and Talus Valley (formerly known as Daybreak), along with many other projects of interest to local residents.
City of Reno meetings: Week of March 31, 2025
There are just three scheduled meetings of City of Reno public bodies this week, plus a few informational community meetings and workshops. See below for full agenda previews for the Ward 3 NAB and Reno Planning Commission meetings.
Tues., April 1, 5:30pm - Access Advisory Committee (agenda) (register to participate virtually)
Tues., April 1, 5:30pm - Ward 3 Neighborhood Advisory Board (agenda) (register)
Wed., April 2, 6pm - Reno Planning Commission (HTML agenda) (register)
A Preferred Concept Workshop for the Teglia’s Paradise Park Master Plan will be held on Monday, March 31 (tonight!) at 5:00pm at the Paradise Park Activity Center.
Here’s the City of Reno’s description of the meeting:
“The community feedback on the conceptual designs from September have been implemented into this new preferred concept. Participants from the workshop will have the opportunity to provide feedback on this preferred conceptual design, contributing to the development of the final master plan draft! For those unable to attend the workshop, the concept design and survey will be available after the workshop, with feedback accepted through April 14.”

Ward 3 NAB - Tuesday, April 1, 5:30pm
There’s no informational packet posted for the Ward 3 NAB meeting (at least not as of the morning of 3/31) even though there are a number of development projects on the agenda to be discussed, with input to be forwarded to the Planning Commission.
You can find links to the applications for all of the projects below on the City’s Land Development Projects webpage under “Recent Applications Submitted.” When you reach the application’s page, go to the “Record Info” drop-down menu and select “Attachments” to access PDFs of the full application packets and other documents.
Item C.1 - LDC25-00049 – Talus Valley Village 22 Tentative Map
This map would allow for a 144-unit single-family detached residential subdivision on a ±20.81 acre site at the NW corner of Veterans Parkway and South Meadows Parkway in the Talus Valley Planned Unit Development (PUD) zoning district.
Item C.2 - LDC25-00050 – 327 E Taylor St – 7 Plex Apartments
This request would reduce required parking from nine to seven spaces for a new seven-unit apartment complex on the north side of E. Taylor Street, east of Wheeler Avenue. The site is in the Multi-Family Residential – 30 units per acre/Wells Avenue Neighborhood Planning Area Overlay (MF-30/WANP) zoning district.
Item C.3 - LDC25-00052 - Champion Chevrolet - Harvard Way
This conditional use permit would allow for the expansion of an existing automobile sales use on an adjacent lot at the NE corner of Harvard Way and Automotive Way.
Reno Planning Commission - Wednesday, April 2, 6:00pm
The Reno Planning Commission meets on Wednesday, and the agenda is quite stacked. To contribute public comment, you can submit a form to the Staff Liaison in person; submit an online public comment form at www.reno.gov/PCPublicComment; send an email to RenoPlanningCommission@reno.gov; or (if not urgent) send a letter to the City of Reno Planning Commission, P.O. Box 1900, Reno, NV 89505.

Item 4.1 - Case No. LDC25-00009 (Need 2 Speed)
This would amend Condition No. 1 of a previously approved conditional use permit (LDC25-00009) to allow for extended business hours (12:00 am) on Fri. & Sat. nights. The site is east of US Highway 395 North, south of North McCarran Blvd.

Item 4.2 - Case No. LDC25-00042 (Starbucks Booth Street)
This is a request for a conditional use permit to construct an accessory drive-through facility associated with a ±1,662 square foot coffee shop; allow commercial development adjacent to residentially zoned property; and allow commercial development within 300 feet of a public school. The site is at the northeast corner of Booth Street & Keystone Avenue, across the street from Reno High School.

Item 4.3 - Case No. LDC25-00008 (Grand Sierra Resort Arena)
[IMPORTANT NOTE: This item is NOT about the Grand Sierra Resort’s application for Tax Increment Financing (TIF) from the Reno Redevelopment Agency for the proposed arena and associated projects. This item only concerns the GSR’s application for the conditional use permit that would be required to construct some of the project’s components. The request for TIF will be considered by the Redevelopment Agency Board at a later date.]
This conditional use permit would allow for the expansion of the Grand Sierra Resort to include construction and operation of: 1) a multi-purpose sports arena, 2) building height greater than 85 feet, and 3) a public plaza space for events. It covers the proposed sports arena, parking garage, ice rink, and associated site improvements “anticipated to be the first phase of comprehensive redevelopment on the site.”

Item 4.4 - Case No. LDC24-00051 (StoneGate Heinz Ranch MPA & ZMA)
This is a request for a Master Plan Amendment and a Zoning Map Amendment. The site is generally located partly north of U.S. Highway 395 and west of White Lake Parkway and partially south of White Lake and U.S. Highway 395 in Cold Springs.
The MPA would change ±1,363.33 acres from a mix of Industrial (I), Suburban Mixed-Use (SMU), Mixed Neighborhood (MX), Single-Family Neighborhood (SF), Multi-Family Neighborhood (MF), Large-Lot Neighborhood (LL), Parks, Greenways, and Open Space (PGOS), and No Land Use (NOLU) to a mix of I, SMU, and SF.
The ZMA would change ±1,767.3 acres of StoneGate Planned Unit Development (PUD) to ±923.3 acres of Industrial (I), ±385.7 acres of Single-Family Residential 5 units per acre (SF-5), ±54.6 acres of General Commercial (GC), and ±403.7 acres of Parks, Greenways, and Open Space (PGOS).

Item 4.5 - Case No. LDC25-00037 (Rancharrah Planned Unit Development Master Plan Amendment & Handbook Amendment)
This is a request for a Master Plan Amendment and an amendment to the Rancharrah Planned Unit Development (PUD) Handbook. The site is west of the intersection of Falabella Way and Silver Charm Way, east of Bartley Ranch Regional Park.
The Master Plan amendment would make a change from Parks, Greenways, and Open Space (PGOS) to Single-Family Neighborhood (SF). The amendment to the Rancharrah PUD Handbook would change a ±7.2 acre portion of the land use plan from Equestrian Center to Single-Family in order to create Village 8; reduce the total number of units from 722 to 469; modify the objectives of the PUD by removing all references to “equestrian” and “riding facilities”; and update the Flexibility section to reflect current RMC processes and RMC references.
