The people who moved out with the "generous" stipend provided by Jacobs probably wish they were back in the broken down motels they saw demolished. Selling property below market value is not a sound business practice no matter what you are getting in return. That money is earmarked for other community favorable projects. Now for 5 or 6 thousand dollars you can lease a place that 6 months ago was 700 a month. Things are changing quickly and the gentrification is upon us.
