The city council and all casino owners should take a walk downtown around 9pm on a weekday. I did - from the parking garage next to the Cal Neva (I dare everyone mentioned above to use that parking garage at night) to the Reno Ballroom. Vacant lots with graffiti, lack of adequate safety measures, littering and garbage (as well as a pungent smell of rotting garbage), lack of adequate social services outreach addressing vagrancy, lack of adequate historic preservation efforts, and a need for a more diverse and attractive set of shops and restaurants (outside of casinos) are all obvious issues that were identified in previous studies, and yet, for the most part, are still outstanding issues. While the designers of the Locomotion Plaza may have had good intentions, at night, it's a dark empty space that looks more like another abandoned concrete lot. More money doesn't need to be spent on expensive art installations or pricey consultants. It's pretty clear what needs to be done, but is anyone listening?
